Credentials, Standards and Appraisal Independence

Texas Certified Residential Appraiser
Stefanie DeLaGarza holds a Texas Certified Residential Appraiser credential, License TX 1360370-CR. This credential is issued by the State of Texas through the Texas Appraiser Licensing & Certification Board (TALCB) and authorizes residential appraisal practice within the scope defined by state law.
A state credential is not an endorsement by the state, and it does not guarantee any appraisal outcome. You do not have to take this page's word for it: credential status may be verified independently through the official TALCB license-holder search.

FHA Certified Appraiser and the HUD FHA Appraiser Roster
Stefanie DeLaGarza is an FHA Certified Appraiser and is qualified to complete eligible FHA appraisal assignments. HUD formally identifies approved FHA appraisers through the FHA Appraiser Roster. Consumers and industry professionals may verify an appraiser's current roster status through HUD's official lookup system.
Roster status is a HUD eligibility requirement for FHA assignments. It is not an endorsement of Loreal Valuations by HUD or FHA, and it is not a guarantee of the quality or outcome of any appraisal.
An FHA appraisal is not the same as a home inspection. It develops an opinion of the property's value for the lending assignment and includes the observations required by the applicable FHA assignment. It is not a comprehensive home inspection and does not replace an inspection performed by a qualified home inspector.
An FHA appraisal also does not guarantee loan approval, that a property is eligible for FHA financing, that its condition is acceptable, or any particular value.

Uniform Standards of Professional Appraisal Practice (USPAP)
USPAP is the set of ethical and performance standards that govern appraisal practice in the United States. In plain terms, it is the framework that requires appraisers to work with impartiality, objectivity and independence, and to develop and report their opinions in a way that is not misleading.
USPAP is developed, maintained and interpreted by the Appraisal Standards Board (ASB) of The Appraisal Foundation, a private, nonprofit organization — not a government agency. The full USPAP publication is copyrighted material of The Appraisal Foundation and is available directly from them.

Appraiser Qualifications
The Appraiser Qualifications Board (AQB) of The Appraisal Foundation establishes the minimum education, experience and examination criteria for real-property appraisers. Neither the AQB nor The Appraisal Foundation licenses individual appraisers — they are standards-setting bodies, not membership organizations or licensing agencies.
Individual states issue and regulate appraiser credentials. In Texas, the applicable state regulatory body is the Texas Appraiser Licensing & Certification Board.

The Appraisal Subcommittee and the National Registry
The Appraisal Subcommittee (ASC) is a federal body that provides oversight of the real-estate appraisal regulatory system. It maintains resources — including the National Registry — through which appraiser credential information may be reviewed.
The ASC is not a licensing board and does not credential individual appraisers; state regulators such as TALCB do that. The ASC's role is oversight of the system itself.

Appraisal Independence
An appraiser must approach every assignment with impartiality, objectivity and independence. Neither my fee nor my acceptance of an assignment is ever contingent upon:
- Reaching a predetermined value
- Reporting a particular direction in value
- Securing a loan
- Reducing a tax assessment
- Achieving a court or settlement outcome
- Completing a sale
- Producing any other subsequent result

Where these credentials are applied
Residential and eligible FHA assignments are considered across a 15-county North Texas market area, subject to geographic competency, intended use, required scope of work and current capacity. The service area page lists each county and representative communities.
